The City of Los Angeles is actively developing a ​​Long-Term Recovery Plan (LTRP) to guide rebuilding, resilience, and community planning in the wake of the Palisades Fire. This plan is currently under development, and there will be opportunities for public input before and after a ​d​raft ​p​lan is released. AECOM’s completed Infrastructure Restoration, Wildfire Resilience, and Logistics, Traffic, Parking and Communication Planning Documents will support the development of the LTRP.

What is a Long-Term Recovery Plan (LTRP)?

The LTRP serves as a roadmap t​​o​​ accelerate rebuilding, maximize resources, and strengthen community resilience for the future. The LTRP ​​is designed to​​ guide efforts for the next 5+ years and will focus on rebuilding across six Recovery Support Functions (RSFs) that are recommended by FEMA and Cal OES as essential to community resilience: 

  • Community Assistance

  • Economic Recovery

  • Health and Social Services

  • Housing Recovery

  • Infrastructure Systems Recovery

  • Natural and Cultural Resources Recovery 

Our Approach

​​​​​This work will build on previous planning, engineering, and design efforts, along with initial project timelines created to date. Through coordination and engagement with City agencies and relevant stakeholders, the LTRP will provide strategic guidance during the recovery process to outline initiatives, projects, and implementation priorities.  

Projects identified through the LTRP planning process may eventually be funded through grants or other funding streams, many of which are specific to post-disaster rebuilding efforts. The LTRP process will help identify some of these sources and suggest how projects can overlap to provide the best outcomes.

To ensure coordinated efforts, an interdepartmental Recovery Support Function (RSF) Working Group has been formed to align stakeholders, minimize duplication across departments, and accelerate recovery actions. ​​The City is also actively engaging community leaders and organizations, including the Pacific Palisades Community Council, to shape this plan.  

Get Involved!

  • The ongoing recovery​ effort must be community-led. ​As the LTRP​ is developed​, community engagement will ​continue to ​play a vital role informing priorities, identifying needs, and shaping recovery strategies that reflect local values and history.
  • The LTRP will be a roadmap for rebuilding stronger and more resilient than before, incorporating local knowledge and lived experiences so that the City can prioritize projects and initiatives that strengthen the community while preparing for​ the​ future.
