Access Passes

Access to previously evacuated areas is restricted to persons with legitimate and verifiable need. Access passes are required for those who seek to enter these areas. Palisades residents, business owners, and contractors can obtain access passes at these locations:

Passes do not expire and do not need to be renewed

One pass per vehicle is issued for both residents and contractors. Anyone within the vehicle will be allowed access. Each separately driven vehicle must have its own pass to enter the impacted area.

Photo identification is required to obtain an access pass.  

  • Residents must provide proof of residency if their photo ID does not list their current address. Acceptable documents include a utility bill, bank statement, pay stub, or any other official document that includes their name and address.
  • Contractors must show documentation proving their association with a property in the restricted area (the property address must be included), such as: 
    • Contract
    • Letter of Intent (LOI)
    • Invoice
    • Personal check from the property owner 
    • If the individual’s name is not on this documentation, proof of association between the individual and the business must also be provided, such as an employee ID, W-2, paystub, or business card
  • Property owners who are not residents must show proof that they own a property in the restricted area, such as a tax bill, mortgage, or deed.
  • Corporate officers or business owners must show proof of affiliation with a business in the restricted area, such as a lease or mortgage.
  • Additional passes for a contractor or employee who is not present require additional documentation showing the individual’s name, such as a copy of their photo ID, contract, or payroll document.

Non-resident family members of residents must show photo identification of the resident (copies or screenshots are OK), proof of their residency (if the address is not on their photo ID), and proof that you are related or are authorized to act on their behalf (such as a power of attorney).

Additional Information

Towing and Moving Companies: Passes will not be issued directly to towing or moving companies. Residents must bring their ID and Access Pass to accompany these vendors through the checkpoint and to their property.

Contractors: Passes are not issued to a company or business entity for all of their vehicles; each separately driven vehicle must have its own pass to enter the impacted area.

Couriers: Couriers in marked trucks (e.g., FedEx, UPS, Amazon, or DHL) will be allowed in. Couriers in vehicles that don't have company markings (e.g., Uber Eats and unmarked Amazon delivery drivers) will not be let in.

Residents can pick up passes for their contractors with proof of residency and IDs of the additional individuals needing vehicle passes (copies or screenshots are OK).
